Treaty No. 1.

With reference to your telegram No. 1 Treaty, I

have not as yet approached the Wai-wu-pu, as I was

awaiting a despatch from Hong Kong, on receipt of which

in view of divergency between opinions expressed in

Foreign Office despatch No. 232 of 19 October 1905 and

despatch from Colonial Office to Hong Kong of 10 October

1899, I intended to ask for legal decision from you.

It is I think, certain that the Government of China

will support the Viceroy, who was recently transferred

from Shantung, and no doubt knows that no protection or

jurisdiction, once they have left leased territory, is

claimed over Chinese either by the Germans at Kiaochow

or by us at Wei-hai-wei. In this connection see
