For the reasons above explained Sir Edward Grey,

as at present advised, is of opinion that the Viceroy

of Canton was within his rights in regarding the fugi-

tive from Kowloon as a Chinese Subject, and was under

no obligation to surrender him. It would further up-

pear that the only means of bringing the man to jus-

tice is by adopting the method of procedure followed

in the case of the murder of Hung Tsun Fuk to which

reference has been made above.
