Peking, November 7, 1909. I HAVE the honour to transmit to you herewith copy of a despatch from the acting consul-general at Mukden enclosing a communication from the Foreign Bureau of the province of Kirin to the effect that custom-houses have been opened at Harbin, Sansing, Lahasusu, and Aigun.

Mukden, October 31, 1909. I HAVE the honour to enclose copy and translation of a despatch I have recently received from the commissioner in charge of the Foreign Bureau in Kirin province, in which I am informed of the opening of custom-houses at Harbin, Sansing, Lahasusu, and Aigun.

The chief office is at Harbin, and the Commissioner of Customs at that place has control over the other stations.

I HAVE had the honour to receive the following instructions from the Governor of Kirin province :~~~

"I have received from the president of the Board of Revenue a despatch, dated the 17th of the 1st moon of the 1st year of Hsuan Tung, quoting a report from the acting inspector of customs to the effect that he had received instructions to make full enquiries, and to find ways and means for the opening of customus stations and branch stations at Harbin, Sansing, Lahasusu, and Aigun, and to report when preparations for the opening of those places should be completed. I then replied by telegraph that a date had already been fixed for the opening of the various stations, and that suitable officers were about to be ordered to the several posts, so as to avoid delay.

"On the 30th of the 4th moon of the present year the acting inspector sent in his report, as will be remembered, and subsequently the Commissioner of Customs at Harbin reported at different times that the Harbin custom-house and the customs stations at Sansing and Lahasusu had, as originally decided upon, been opened on the 14th of the 5th moon (1st July, 1909), and that the Aigun branch had commenced to function on the 3rd of the 7th moon (18th August, 1909). The acting inspector reported accordingly, and had asked for the matter to be placed on record. The Board of Reveune therefore notified the governor at Kirin."

Having received these instructions, it is my duty to convey the above information to the various authorities concerned, and I therefore beg to address you.
