Peking, November 10, 1909. I HAVE the honour to transmit to you herewith copy of the Canton Intelligence Report for the quarter ended the 30th September last, which contains some interesting items of information regarding affairs at that port.
The denunciation of Liang Tun-yen by his fellow-provincials, referred to in section 3 of this report, seems to have had a paralysing effect upon his Excellency. Never a man of much force or strength of character, he has, since the settlement of the Manchurian question, effaced himself to an extent that is telling seriously upon the transaction of business. In the questions with which he is obliged to deal he now generally shows a narrow and uncompromising attitude, which is apparently meant to rehabilitate his reputation with his fellow-countrymen.
It is rumoured here that preparations are being made for the revival of the Japanese boycott in the south on a large scale.
