Peking, October 27, 1909. PLEASE see your last telegram No. 159 of the 23rd instant with reference to the Macao question.

In accordance with a request from the Portuguese chargé d'affaires, I remonstrated with the Ministers of the Wai-wu Pu yesterday regarding the delay in the course of the negotiations, adding that, in view of the apparent moderation of the Portuguese claims, China's best course seemed to be to arrange the matter with Portugal rather than rely on the problematical advantages which another method of settlement might appear to offer.

I do not, however, expect my advice to produce much effect, and I clearly under- stood from what the Ministers said that no settlement of the question is expected from the negotiations at present in progress.
