I am commanded by the Army Council to acknowledge the
receipt of your Confidential letter, 0.0493/1910, outed 12th
Day 1910, with which you forwarded copies of despatches from
the Governor of Hong Kong and of papers by Cavaliere R. Pescio,
with regard to a scheme for the construction of a tunnel in
Hong Kong through the hills to the south side of it. Kellet.
I am to say, in reply, that the Council have no
objection to raise to the proposed tunnel cn military grounds,
provided that adequate provision is made for the secure closing
of its southern exit when required.
They consider that a stipulation should be made that
the cost of providing means for the closing and securing of
this exit should be borne by the constructors of the tunnel.
In compliance with paragraph 4 of your letter,
