Sir,
I have laid before the Lords Commissioners of His
Majesty's Treasury Mr. Cox's letter of the 4th instant (23267/1910) and Sir C.P.Lucas's letter of the 6th instant (24030/1910), relative to the amount of Imperial Contribu-
tion to the revenues of Hong Kong in future years in res-
pect of the loss due to the opium policy of His Majesty's
Government.
In reply I am to request you to inform the Earl
of Crewe that My Lords are not prepared to give any under-
taking as to the amount to be contributed in respect of
the loss for the year 1911, until They havebefore Them
details of the estimated expenditure and revenue for that year, together with such revised figures as may be avai 1- shle for the current and the preceding year.
