With reference to your letters of the 5th January (38639/09) and 18th Larch last on the subject of the maintenance of the Postal Agencies under the Kong Government in the Treaty Ports of Chine, I am directed by the Lords Commissioners of His Majesty Treasury to request you to express to the Secretar, State Their regret that, owing to the complexity c question and the number of interests involved, it has not been found possible to arrive at an earlier decision.
My Lords readily admit the force of the arguments urged by the Secretary of State in support of the claim of the Colony to be relieved to at least a substantial extent from the loss which is being incurred on these agencies. But for reasons given in the letter from this Board of the 2nd September last y Lords think that the Colony may fairly be invited to
bear some portion of the burden.

On the other hand both ly Lords and the Argy Council are very unwilling to disturb the basis on which the Military contribution is assessed, as any alteration would affect other Colonies besides Hong Kong, and would raise very wide issues.
If, however, the basis of the military contribut tion is left undisturbed, ly Lords will be ready to make
