I have laid before the Lords Commissioners of His Majesty's Treasury Mr. Just's letter of the 24th November last (30959/1909) and its enclosures relative to the inclusion of certain receipts in the revenue of Hong Kong assessable to military contribution.
In reply I am to request you to inform the Secretary of State for the Colonies that My lords concur in the interpretation of the expression "gross receipts" con- tained in paragraph 3 of the letter under reply.
My Lords consider that apart from any question
as to the proper method of calculating the military contri- bution with reference to Section 3 of the Ordinance, the "ordinary method of accounting" to which the Comptroller and Auditor General refers, and which is in accordance with Imperial practice under Section 10 of the Exchequer and Audit Departments Act, 1866, is correct.

as requested.
