With reference to your letter of the 11th

M September, 1909. (No 29385/09), and to previous corres- pondence respecting the instruction and examination in Signalling of officers in the Mercantile Marine at Hong-Kong, I am directed by the Board of Trade to transmit, herewith,for the information of the Earl of Crewe, a copy of further correspondence between this Department and the Admiralty on the subject.

It will be seen that the Board have intimated their willingness to accept certificates proficiency in Signalling granted after examination by Naval Officers at any port out of the United King- dom under the same conditions as at Hong-Kong, and I am accordingly to suggest that, should Lord Crewe see no objection, the Authorities in Australia and South Africa should be informed of the facilities for instruction which the Admiral ty propose to provide at Sydney and Durban.
