Dear Stubbs,
It was understood here, although there is
nothing in writing about it, that the Hong Kong Ordinance No. 11 of 1905 was not to be acted upon further than
to the extent of the £1,100,000 which was raised at the beginning of 1906; and the financial requirements of Hong Kong have been met since then by advances made by us on the security given by the repayments of the instal- ments of the advance made to the Viceroy of Wuchang (see C. O. latter of 15th February 1908 No.4282/1908). If it had been intended to raise the further £900,000 under Ordinance 11 of 1905, one would have expected that this would have formed the security for our advances.
If, however, it is intended that we should act under this Ordinance eventually, as amended by Ordinance No. 12 of the same year, it will be quite sufficient for
