I have the honour to forward for

your consideration copy of letters dated the 28th. of last

May and the 19th. instant from Mr. P. Julyan, First Clerk

in the Public Works Department, together with covering

minutes by the Director of Public Works, dated the 31st.

of last May and the 19th. instant.

Although I do not think that Mr.

Julyan who se salary has been increased between the years

1900 and 1910 as shown on the attached schedule has any

grounds for complaint, I am of opinion that the salary of

the First Clerk in so large an office as the Public Works

Department should be on a scale of £270 rising to 2315 by

incremonts of £15 and I recommend that the salary be
