sir,

i have the honour to submit to you some observations regarding the question of Chinese E-igration to the Federated Malay Stutos and to invite an expression of your views upon the subject. This matter has engaged my constant attention

since i came to this colony in 1907.

2. The legislation enacted in 1908,- which had been in contemplation before my arrival & which was largely the out- come of personal & verbul discussion between Mr. Barnos, Protector of Chinese, Straits settlements and fr. Brewin, Registrar General, Hongkong, hus i have reason to bolleve been attended by a considerablo measure of success, by enabling, this Government to ascertain which of the Chinese passengers are proceeding under a pledge to enter into a contract on arrival, and with the co-operation of the traite Settlemente
