We understand that the Treasury are willing to
give £12,000 or £12,500 as compensation for loss of
Opium revenue to H.Xong on the Estimates of next year.
On the understanding that the Treasury accept the
principle that 3.M.C. will pay one half of the direct
loss of opium revenue for a period of three years ( 1910- 2.
after taking into account the £9,000 granted in 1910,
we can accept £12,500 as a sufficient instalment on the
Estimates of next year.
The principle above stated is that recommended to
the Cabinst by Lord Crewe.
