I have the honour to forward the
enclosed copy of letters from the Secretary to the Board
of Examiners, dated the 8th. ultimo and the 17th. instant,
and to state that, subject to your approval, I propose to
adopt the recommendations made by the Board of Examiners
on the 16th. instant.
2.
I may add that a precedent exists
in the case of Mr. C. McI. Messer who was unable in 1901
to pass in Cantonese Colloquial and was promoted to be a
Paasod Cadet on the 15th. June, 1902, after passing in
additional written work.
