1. It is with very great regret that I have to record that the Harbour Master's letter of explanation does not in my opinion exonerate him from responsibility in the loss of Government
money. Referring to his letter,-
para.2. A "searching enquiry" would not be content with being aasured by subordinates. it was easy to ascertain whether or not the Shroff did collect monies by enquiry from the Treasury or Bank

The Harbour Master at once see last para. on page 2 of his report. aasured Messre. Messer and Qeborne that the new scheme was working smoothly and well, when in point of fact according to the Auditor
He was as a matter of fact able to it was not in operation at all. find out later that that Shroff had been collecting money. Use of prohibited forme. "Prohibited" was too strong a word. Mr. Messer condemned these forms, and the Harbour Muster states (para. 4 of 3.11.10) that he considered it advisable to use up the old
