I bog most respectfully to state with reference to your letter No. 5760/10 of the 9th. instant an
follows:**
As regards the Harbour Master's minute of
3rd. November, 1910, I am afraid that I did not receive any
order (either verbal or written) not to sign bills until money
has been paid. As far as I can say, I was directed in the afternoon of the 24th. October last, not to sign bills after the
shroff had absconded; and Harbour Master's order (meno. No. 434)
was only issued on the 31st. last month.
As to 0.8.0. Circular No, 37 or 14th.
December, 1909, the absconded shroff, as was well known to evory one in the office, only called at the office for a few minutes
in the forenoon and in the afternoon, except days when pay-
-ment was mado into Bank, and during his absones I only received
covers sent by firms and containing bills, compradore's order fc., and I handed the same to the shroff immediately on his
arrival at the office. Paragraphs 2 and 3 of the same Circular
do not eoncorn mo.
As te Treasury Circular of the 18th. Decen-
-ber, 1909, I received no instruction to discontinue signing
bills for Light Dues before handing same to the shroff. It had
been the practice for many years te sign bills before handing same to shroff for collection. Had I received instructions to
the contrary, I would certainly have complied immediately.
