With reference to your letter No. 6760/10
of the 9th. instant, I beg to state as follows:-

In regard to extract from Harbour Master's
minute of 3rd. Fovember, 1910, I bag te state that until after
the abscending of the late shroff, I do not remember any order
was given by the Harbour Master nor is such an order recorded
in the Order Book that no receipts were to be signed until
the mongy was received, though I signed no or very few receipts
myself. I did not conceal any facts from him.

In reference to C.S.0. Circular No. 37 og
14th. December, 1909, I did not handle any money myself; this
Department received no advance from the Treasury and I did not
suthorise any advances of salaries to any one.

As regards Treasury Circular of the 18th.
Dacomber, 1909, this Circular was duly shown to the Harbour
Master who after having seen it did not order the practice of
signing all bills before being sent to be discontinued. I my **

The absconded shroff was Head shroff of the
His Harbour Office, the Shipping Office and the Sailers' home.
proper office was in Sailors' Home and he had to attend at the
shipping office and then at the Sailors' Hone every morning and

-ment he only called at the Harbour Office for a few minutes
about 11.30 a.m. and again 3.30 p.m. on every Monday, Wednesday,
and Friday while on every Tuesday, Thursday and Saturday he
only called to take over the money collected by the other two
shroffs for payment into Bank. There was no check over his
movements. I suggested as long as Fovember last year to the
Harbour Master that a mossenger should be engaged to serve the
bills and as far as I can remember, the exact words used by me
