Sir,

I have the honour to acknowledge the

receipt of your letter No. 5670/10 of the 9th. instant and to

append the following remarks thereon, as directed.

I beg respectfully to point out, in view of His Excellency's

comment, "He does not appear to have made any personal enquiri-

-aa, oʻr taken any steps to ascertain whether the recent charges

by Mr. Percebois and Messrs. Osborne and Messor had any foundaTM*

➡tion in fact", that I mede most searching enquiry, more

especially as to the shroff collecting money, and was assured

that he collected none, as per my order. That this was the case

is, I submit, borne out by the report of Messrs. Osborne and

Messer, where they mention the fact that I particularly refered

to the new scheme of collecting all fees in this office, the

shroff not going out to collect, and that I said it was working

smoothly and well. This I mentioned in the presence of the Chine

clerks concerned, and they corroborated my statement. Purther

on His Excellency says "He continued to use prohibited forma".

I submit that I never received any instructiena prohibiting any

forms. Mr. Messer personally advised me to add separate receipt

forms, and I then and there, in his presence, gave instructions

te Mr. Chan Pul and another Chinese clerk as te ordering such

forms, and as to sending out bill already signod. Then His Excel-

-lency says "His shroff, it appears, retained public moneys

for several days together". I respectfully submit that there is

no evidence to this effect, and I am persuaded that he did not

do so. The money with which he decamped was collected on Friday

and Saturday, the 21st. and 22nd. October, and he was not

soon again after the forenoon of the latter dato. I can find

no evidence that he had retained other nonies, on previous

occasions longer than from the time of collection to that of the

next paying into the bank, which always took place every other

day.
