I issued direct orders to the shroff and
my clerical staff that the former was not to collect any
money outside the office, and I draw attention to the circular which I taxxa issued to all firms concerned after giving the above orders. I submit that I had a right to expect that
those firms would act up to the terms of the circular, and
this expectation was justified in the case of the vast majority
of firma. I now find that four firms failed to do se - Messrs.
Jardine, Matheson & Co., Shewan Tomes and Co., Angard Thorensen
- but this fact was carefully & Co., and David Sassoon & Co.
concealed from me.
Here again, I gave most positive orders
that no receipts were to be signed until the money was received.
I now find that, in certain cases, these orders were dis- -regarded, but as above, the clerke concerned concealed the
fact from me. The documents do not become receipta until they aro signed, and according to my instructions they should not be signed until the money is paid. The forms used were already
printed in the form of a receipt in large numbers, and on the
score of economy I considered it advisable x to use up the old stock before getting now forms printed.
