office accounts made by the Auditor, and to what extent was it
possible for him to have detected the irregularities.
I have a on another file today approved of
your suggestion to write to the Harbour Master diresting him that either he or the Assistant Tarbour Master must be present
"when practicable" in the office. The present case reveals a
lask of supervision over not the least important branch of the Harbour Master's duties, - the proper care of the public revenue collected by him. The Assistant Harbour Master has been
relieved of the duties of the Import and Export (Liquors) branch and I see no reason why both should simultaneously be away except on rare occasions. The Retrenchment Committee went so far as to recommend the abolition of the post of Assistant
Harbour Master. I desire therefore that for the next six months
the Harbour Master will report to me every occasion upon which
both he and the Assistant Harbour Master are simultaneously
absent from the Harbour Office and the reason which rendered this necessary that I may judge for myself whether it was un- -avoidable. The report to be made as briefly as possible and
within 24 hours.
Call upon the subordinate officers you nake for explanation please as you propose, and to communicate this
minute to the warbour Master prior to drafting to the Secretary
of State.
