As a general observation I should like
to draw your attention to the following points:-
The duties of the Shroff were originally
to receive a receipt from an official in the Harbour Office and go and collect the money from a firm, this duty was taken away
from him vide the Circular of the Harbour Master of the 22.11.09
but it appears that the Harbour Master never enforced his own
circular, consequently the Shroff has continued to go round
and collect monies from the various firma. I would also draw
attention to the fact that C.R. 328 has not been complied
with, monies collected have at times not been paid into the
bank for several days at a time although they amounted to hundrdő
of dellars, as the case in point would show that the shroff
could have collected over $6,000 in one day, I would without
undue criticism draw attention to the lack of European super-
branch -vision over the accounting of this office, and to the fact
that a shroff who receives a salary of $560% year and is secured in only $1,500 can in a day collect $6,000 and at times not
account for his daily collections for 5 or 6 days.
