Chan Pul in the face of the Harbour Master's Circular must have known that the shroff's action in this respect was irregular,
and should have openly reported the matter. He oponly stated in my hearing on Tuesday last that the Circulers issued by the Harbour Master and Treasury dated 22.11.09 and 18.12.09 (copies of which are attached) were not fully complied with. I consider it was the duty of the Harbour Master to personally ascertain
that the contents of the Circulars were strictly adhered to.
With regard to the number of chits found in the safe on account of money lent principally to individuals in
the Harbour office, who must have known that they were not borrowing the shroff's private money since his salary was only $30 per month, I feel confident that had all the receipta and
cash balances been checked daily by a European Official those
gross irregularities would not have occurred.

With reference to Paragraph 2 of Mr. Dallint
repert I agree that after it was discovered that the shroff had
absconded the warbour Master should have made a list of the
various receipts for bills which had not been collected, before
he handed then to the Chinese Accountant for collection, or as
an alternative and wiser course he should under the circumstance/
have handed them to a responsible European Officer for collect

Paragraph 5 of Mr. Dallin's report deals
with a shortage of $1,703.76 found in the cash in the Mercantile
Marine Office. The last entry in the Cash Book was October 5th.,
and the balance of cash which should have boon found in the safe
$1,829.86 seems unnecessarily large.
