I have the honour to forward for

your consideration the correspondence noted in the annexed

schedule concerning defalcations which occurred in the

Harbour Master's Department in October last.

The loss to the revenue is

$3,856.32, but of this sum $1,500 has been recovered from

the sureties of the absconding shroff. There remains thera-

-fore a loss of $2,356.32.

You will see from my minutes which

form enclosures to this Despatch that I am unable to

exonerate the Head of the Department from some share of

responsibility for this loss of Government money, and it

follows that I am unable to request your sanction to write

off the whole amount as a charge against the Revenue. After
