With xwg further reference to the interview

granted me today, I would request that you will kindly forward

this application for an increase of salary to the Government.

I have to point out that I served an

apprenticeship for three years in England, and was engaged as

Assistant Engineer on some constructional works before I

accepted the appointment which I now fi These works have cost

over £150,000 and wore nearly completed during the time I was

engaged on them.

On joining this Department I was given to

understand, perhaps erroneously, that promotions were made as

far as possible from the staff in the Department. Since my

appointment however several posts have become vacant, and have

been filled from England or outside the Department. I beg to

draw attention especially to a few cases;-

(1). the vacancy caused by Mr. Heggerd in this office.

(11). the appointment of an Assistant Engineer for the

Harbour of Refuge.

(111). several appointments of Surveyors in the Land

Survey Office.

There were no doubt many good and sufficient

reasons for these appointments being made, but I respectfully beg to point out that, to one not fully acquainted with the facts of the case, it is very disheartening, after having worked hard in the Department, very frequently out of office hours, to

have men promoted over one's head. The question of overtime was

recognised last year by the Government, which granted me a temporary rise in salary for five months. This however coasod

at the beginning of the year.
