I beg to forward a letter from Mr. Piercy,

2nd. Grede Surveyor in the Buildings Ordinance Office, applying

for an increase of salary and complaining of being passed over

in the case of certain vacancies which have occurred since he

joined the Department. He has also tendered his resignation

which he is willing to withdraw in the event of satisfactory

arrangements being made as the result of his application.

Mr. Piercy is 23 years of ago and has one

and two-thirds years' service. He was appointed at a salary of

£120 rising to £150 by £15 biennially and would therefore be

entitled to his first increment 4 months hence.

With regard to his complaint that he has

been passed over in the case of recent appointments, I consider

him somewhat too young and inexperienced for any of those men-

-tioned by him. Kr. Heggard's dismissal occurred whilst I was

in England and evidently Mr. Jones took the samo view as I do as

he did not recommend Mr. Piercy's promotion to the vacency.

Mr. Perking reports very favourably with

regard to his work and stated that he has found him a very

willing, hard-working and capable assistant. It would be un

-fortunate to lose his services and I therefore recommend that

his salary be increased to £150 from the lat. proximo and that

he be placed on an incrematel scale of £150 £270 by £30

biennially.

In the case of the Assistant Engineers, who

are usually about 26 years of age at the time of their appoint-

-ment, the salary is £360 - £480 by £40 triennially.
