officer, but, although such an increment attaches to every other
post in the 3rd. class, the 2nd, class and the 1st. class of
this Civil Service, your predecessor was unable to approve of
my recommendation that Mr. Ross should be given an increment.
By the end of this year a sum of $600

in pay and $428 in exchange compensation (reckoning the dollar
at 1 s.
9 d.) will have lapsed to the Treasury, and since by
acting as District Officer Mr. Ross has thrown upon him the
responsibility of collecting revenue amounting to some $100,000
per annum and as he has given every satisfaction in the dis-
-charge of his duties, establishing this year a record by
collecting the whole Crown Rent due from the Northern District
of the New Territories within a period of one month, I venture
to recommend that he should be given a gratuity of $500 for his
services.
