Un my return to the Colony I

learnt that the Japanese Firm of Mitsui Bussan Kaisha had

approached the Government of this Colony with a view to

acquiring a permanent site for a coaling depôt which should

include an area of not less than 5 acres of foreshore and

seabed with a frontage of not less than 1,500 feet having

a depth of 26 to 28 feet at low water.

The sites which fulfilled the

required conditions without involving reclamation to an

impracticable extent are shown on the attached plan, and

for reasons which he explained Mr. W. Chatham recommended

that either site 2 or 3 should be offered. The Harbour

Master when consulted preferred site 2, but recommended the

site of the late Hongkong Flour Milling Company "where
