With reference to the correspond-

-ence ending with Lord Elgin's Confidential Despatch of

ob, the 4th. July, 1906, and to the enclosed printed paper on

the Eastern Mail Service which was laid before Legislative

Council in connection with Financial Minute No. 13 of 1905

and which shows calculations of the proportion of the

subsidy to the Peninsular and Oriental Steam Navigation

Company payable by several parties interested, I have the

honour to draw attention to the item of £600 hitherto pay-

-able by this Colony on mails from Hongkong Agencies in

China (prepaid in Hongkong postage stamps) for sea postage

at Fostal Union Fates on Colonial Mails charged in the

division of cost against the United Kingdom (vide Table

appended to the Award of Lord Balfour of Burleigh dated
