and compounds of opium subject to such conditions as may be imposed by the Governor-in-Council,
Section 54 requires "every licensee" under sections
51 and 53 to make a declaration before the Superintendent as to the amount of morphine or compound of opium contained in the
importation.
The Ordinance substitutes another section for the last named section so as to make clear who is the licensee in the case of a limited company and requires the declaration to be taken by the "anager. It also expressly makes the failure to make such a declaration an offence against the Ordinance.
The amendment has been found necessary owing to a recent prosecution in which the Magistrate held that it must be proved that the Manager of a limited company against whom the

The Ordinance also (section 2) repeals the proviso
to section 49 of the Principal Ordinance which is considered un- -necessary and in conflict with section 52.
