I have examined the accompanying Ordinomer, entitled
An Ordinance to amend the Opium Ordinance, 1909
and I am of opinion that the Ordinaner is one which is not contrary to the Governor's Instructions,
This Ordinance amends the Opium Ordinance 1909 (No. 23 of 1909)
by providing that the declaration on the importation of morphine or
compounds of opium in the case of a limited company shall be taken by the Manager thereof before taking delivery by himself or his servants. It also makes the failure to make such a declaration an offence against the Ordinance.
Section 51 of the Opium Ordinance 1909 authorises the Principal Civil Medical Officer to grant licences for importing morphine and com- -pounds of opium for sale or use within the Colony subject to such con- -ditions as may be imposed by the Governor-in-Council.
Section 53 authorises the Superintendent of Imports and Exports
