I am directed to acknowledge the receipt of your Observations on the report furnished by the Honourable Ir. C. HoI.Messer and the Honourable Mr. 1. Osborne on the questions referred to them concerning the Harbour Department in the Colonial Secretary's letter of the 23rd ultáno.
