-der Depot would have to be left severely to themselves.
If what is meant is general superintendence, that is exactly what
is and always has been exercised by successive heads and Assistant
heads of the Department. It is necessary for both me and the
Assistant Harbour Master to be frequently away from the office,
for the purposes detailed above, it is therefore essential that there should be at least one responsible person left in the office to supervise, and it is because such person, in order to properly supervise, must have a thorough knowledge of all the various bhanches of the work, that the European clerks are also constantly superintending. The complaint appears to be that there is too auch supervision, which seens somewhat strange.
