the small rooms with his assistant.
The Marine Surveyor's Office could, if
desired, be placed in the present Entry
and Clearance Office (up-stairs). The

Supervision by the Harbour Master.
The Harbour Master or his Assistant should
pay more attention to checking
revenue. Too many documents (light due
receipts, etc.,) are signed by Chinese
Clerks.
Forms should not be chopped in advance
with the Harbour Master' s name.
The European Clerk should have definite
clerical duties assigned to him. His
presence in a large Office with the
other clerks will suffice to maintain
order.
As a general rule sither the Harbour Master
or the Assistant Karbour Master should
be in the Department.
In view of the statistical work undertaken
by the Harbour Master and his Assistant;
the visiting of out-stations and the
Harbour; the examination of Masters and
the fact that the Assistant Harbour
Master acts as an
Assistant Superintend
-ent of Police, it is not advisable to
dispense with the Assistant Harbour Ma
Master.
