As regards the forms issued, considerable saving in
time and labour could be made by altering the system, and
bringing it in accordance with the forms issued by the Chinese
I.M.C. (i.e. the Customs Pass Book) and even perhaps by adopting
similar forms each office might recognise the form of the
other. Also in cases when a fixed fee is collected, this might f
be done by affixing stamps to the documents, such stamps being
always purchased at the Harbour Office and properly cancelled at
that office.

A Customs junk pans form is attached.
As regards unlicensed Junk Form H. 80 could be made
into this pass book and the dollar paid for the book. The form
H. 83 could be combined into an entry as in the case of the
customs form, and stamps to the amount placed and cancelled as
entry or clearance. The cargo statistics could be copied into
a ladger as required.

As regards licensed junks the same could be done, or
perhaps both licensed and unlicensed junks could be treated in
the same manner, these being made no difference between such, al
being treated as licensed. That is form H. could be made like
the customs pass book, the arpropriate fee being charged for
such licence. Form H. 81 combined into an entry in above book
with a 25 cents stamp.

This system could be extended to launches and also
as remards form H. 221. This could be made into a book, and every month a pare filled up could be taken out at the Harbour

Office and/25eents stamp placed on the counterfoil and cancell-
-ed.
It also appears that all boats etc.are measured at least once a year before licences are issued, this seems unnecessary as a boat's dimensions do not alter, and a junk inspector's attention would be immediately called to a new boat or an altered boat, when he could then check any measurement. A saving in labour might also be made in not making out two
licences
