7. I now come to Mr. Percebois' momorandum in reply
to Conf. c.3.0. No.3971.
As I have never soon this document, i am somewhat
handicapped by not knowing the context, but I offor the follow-
ing criticism of his writton statements.
para.3. He has had no experience of the working of the
Entry and Clearance or Correspondence offlcos, except that de-
rived from unauthorised visits to those offices, where he obtain
incomplete information by misrepresenting his status and intimi-
dating the Chinese Clerke.
para.4. This is all untrue.
para.5. This para. shows that even where Mr. Percebois
had the fullest opportunities for gathering information he was
unable to arrive at a correct estimate. There are four Chinese
Clerks of whom two are shroffs in this Office.

The conclusions are based upon false premises.
Here, again, Mr. Percebois failed to gather correct
ideas. There are only two clerks in the correspondence office.
para.8. This is the staff provided, except that Mr. Chan
Pui's assistant can hardly be called a "good clerk".
para.9. This may perhaps be truly said of one or two of the
younger clerks who have been recently sent hers from other depart-
ments, but not of the majority. Last night when I left this
Office at 6 p.m. my usual hour there were four clerke still at
work, of their own accord. This is quite a usual thing. The
attendance book shows that most of the clerical staff arrive
batween 8.15 and 0.45 a.m.
