On first perusing this astonishing document, I could
not think that it was intended to be taken seriously, but I
have come to the conclusion that such is the intention.
2. If this is so, I must begin ay by expressing
my strongest condemnation of the very irregular and improper
conduct of Mr. Percebois in the matter. Thie gentleman, મ
foreign official of a foreign Government, was sent here, in
spite of my protests, both verbal and written, to inspect the
Junk office, and the junk office only, and, acting upon the
orders I received. I gave him every facility for so doing.
Yet he takes upon himself to surreptitiously enter other parts
of the office and report thereon, even presuming to criticise
me on the strength of erroneous observations on his part.
3. It is scarcely to be wondered at, in view of
the secret and surreptitious mode adopted, that the date
obtained thereby have been productive of such fallacious
conclusions as those pressted by Mr. Percebois, conclusions
so obviously false that I can only express my surprise that
His Excellency the Officer Administering the Government could
have accepted them.
4. In my remarks which follow, i of course res-
trict my replies to those points with which Mr. Percebois was
empowered to deal. As to the remainder the majority of
his remarks, I naturally give only a general indication of
their truth, or otherwise.
