From his observation he considered that apart from his

work in connection with the Water Police, the Fire Brigade (Floating

for Engine), and the adjustment of compasses of steamships, he had little

work to do. He did not consider that there was enough technical

work in the Department for two technical officers. The organisation

should be a Harbour Master in charge of all technical work and a

Superintendent of Imports and Exports who should be an officer trained in office work in charge of the Clerical Staff, and non-

technical outdoor work such as the work of the Imports and Exports

office. He considered that the Boarding Officers and Junk Inspectors

could assist in certain clerical work in connection with the keeping of books concerning certificates of registry of vessels and other

techincal work of the Department.
