his conversations with me and the report of Messrs. Messer
and Osborne show that the Department is not satisfactorily
managed. This I consider in large measure due to the
defect on the administrative side of the Department to
which I have referred. I attach copy of a letter addressed
to the Harbour Master on the subject.
