The revision of forms and re-
-arrangement of offices are matters of detail with which
I need not trouble Your Lordship and which will depend on
the re-organization referred to. Defects in supervision
especially in the collection of revenue have, I regret to
say,
been brought into strong relief by the discovery of
defalcations which will form the subject of a separate
Despatch.

It is the policy of Government to
withdraw the examination of emigrants from the Harbour
Department as far as possible, and it is only free male
emigrants that are passed there now. I am of opinion that
the examination of free emigrants, if continued, should
be transferred to the Registrar-General's Department and the
Registrar-General has been asked to report on the subject.

Your Lordship will note that lir.
Percebois expressed the opinion that there is not sufficient
work in the Department for the two technical administra-
-tive officers.
For many reasons it is very
desirable that the Assistant Harbour Master should be a
Cadet Officer with a good knowledge of the Chinese
language
