I enclose copy of the report
furnished by Messrs. Messer and Osborne, excepting the
detailed statements of duties of the clerical staff and
the numerous forms referred to, together with a précis of
the recommendations made by myself. This report was con-
-municated to the warbour Master on the 23rd. of September
(copy of letter annexed) and I enclose copy of his reply.

Mr. Percebais expressed the
opinion that the clerical staff might be reduced by 1
European Clerk and three Chinese Clerks. The Committee
endorse this opinion as far as the European Clerk is
concerned, and as regards the Chinese Clerks if forms are
revised and duties re-arranged.
Commander Basil Taylor adheres
to the opinion that the staff cannot be reduced.
In this connection I have to re-
-mark that the Retrenchment Committee, a summary of whose
recommendations was forwarded in Sir F. Lugard's Despatch
No.
