With reference to the 3rd. para-

-graph of my Confidential Despatch of the 12th. of August

last, I have the honour to transmit for Your Lordship's

information copy of notes of a conversation which I had

with Mr. D. Percebois on the 13th. of July last in the

presence of the Colonial Secretary, in which I asked Mr.

Percebois' opinion on the working of that portion of the

Harbour Department with which he had been connected for th

purposes of the report he had been asked to furnish in

the Colonial Secretary's letter of the 2nd. of Mey, 1910.

My object in asking for Mr. Percebois' views on the

points indicated were (a) because Mr. Percebois' report

was too much confined to the question of re-organization

for a particular object and (b) because the Harbour

Master had stated that if Mr. Percebois' recommendations

in his report on Junk and Boat Traffic were adopted an

increase
