-ment Ordinance to clear both out of the Colony. More than

30 Triad Lodges have been broken by this means. In getting
information of their presence the provisions of Sections 9
and 10 of Ordinance 3 of 1988 have been found most useful.
Paragraphs 8 and 9 The matters
referred to herein are not of a very serious nature. The
Captain Superintendent of Police remarks that Mr. Chan
should have taken the Policemen's numbers and reported
them at the time.
Paragraphs 10 11 and 13 (first
part) refer to increase of crime generally. That there has
been such increase cannot be denied. With regard to the
latter part of the paragraph the Registrar-General and
Captain Superintendent of Police report as follows:-
"There is a natural and unavoidable jealousy between the
Folice and the District Watchmen Porces. So long as the
jealousy causes emulation, and prevents a combination to
wink at crime it need not be discouraged. The Captain
Superintendent of Police is in a position to see and does
see that the reports from District Watchmen received
through the Registrar-General receive due weight and
attention".
