Third Judge of the Supreme Court, and a re-

constitution of the Court of Appeal in

Hong Kong.

2. In view of the opinion expressed by

Sir F.May in the first of these despatches,

I do not feel satisfied that additional assis-

tance is needed on the Hong Kong Bench for

the ordinary work of the Supreme Court, and

I do not propose in the present despatch

to deal further with the question of the

appointment of a second Puisne Judge.
