#ith reference to the 7th paragraph of your letter st of the l3⁄4Ã instant, i appreciate the fact that the Puinne Judge canot take any share in the work in Original Jurisdict- ion excopt in pursuance of a wol-dofined arrangement with the Chief Justice. But i am not convinced that by arrangement some of the work might not be allocated to a thoroughly competent Pulene Judgo » In view of this fuct 4 very much regret that I have felt myself unable to support your request for the imedi- ate addition of a Third Judge to the Court over which you pro- sido.

But I have written to the Secretary of State that un- loss the Foreign office are quite certain that they can allow the Chief Judgo at Shanghai to bo made available for the ro- constitution of the appeal court the appointment of a Third Judge is urgently necessary for that purpoee.
