is an urgent necessity, and unless there is a certainty of
the Foreign Office falling in with the proposal to avail
of the services of the Chief Justice at Shanghai for the
purpose, it would be well to provide for the re-constitution
by the appointment of a Third Judge as there does not
appear to be any other way of meeting the case.
