Despatch No. 246 of the 9th. of September, I have the
honour to inform you that the sum of £5 a month to which

Mr. A. E. Wright referred is merely the difference bet-
-ween the full pay of an Assistant Engineer and his half-
-pay and the half-pay of an Executive Engineer on leave of
absence.

Wright's reference to over-
-time originates from General Order 39(8) based on Mr.
Mo 99 %, Lyttelton's Despatch No. 61 of the 7th. April, 1905, The
superior officers of this Government are, I think,
thoroughly alive to the fact that the whole of their time
is at the disposal of the Government for the majority of
them have to work out of office hours, although these
have been extended to from 9 A.M. to 5 P.M. daily except
Saturdays, every working day, to say nothing of work done
