entitled to wear if he had happened to attain the rank of

Admiral or General prior to his appointment as Governor.

I do not know what has prompted

the change in uniform. It may be considerations of economy

or a desire that Colonial Governors should no longer wear

the same uniform as Cabinet Ministers. If I might make a

suggestion it would be that both objects might be attained,

and the objections I have adduced met, by ordering that

Governors-General alone should wear the Blue Civil Service

Uniform of the First Class and that Governors now entitled

to wear the First Class Uniform should wear that of the

Second Class.
