(4) In counting the rent of carriages, the tonnage only shall be considered, the quantity and quality of goods conveyed being disregarded.

(5) The rent of carriages shall be certified by the Superintendents of both sections, and shall further be certified monthly by the Audit Department.

The officers of both sections in the 'Changing over' Station shall examine the carriages carefully and shall be at li- berty to detain any of them which in their opinion may cause acci- dent. Each officer shall cause such particulars to be entered into a book and reported monthly to the Superintendent of Traffic and the Superintendent of Engines. The officers specially appointed to attend to the changing over of carriages of the Station Masters shall each keep a book in which shall be entered any discrepancy, incomplet ness or damage in respect of any carriagee delivered or returned, and shall make a monthly report, which must be signed jointly, to the Superintendents of Engines of both sections.

The carriages of one section shall be treated by the other section as its own carriages.

If damage is caused to carriages of A Section while travelling in B Section by derailment or other cause the #bection shall be responsible; if, however, the damage is caused by the carriage being improperly constructed or otherwise defective, then the A Section shall be responsible. If an accident occurs through the carriages of A Section being overloaded with or without the knowledge of B Section, or not being in good order, A Section shall be responsible not only for its own carriages but also for the
