My Lord,
In continuation of my Confidential
Despatch of the 27th. of August, I have the honour to
transmit,
for Your Lordship's information, copy of a
letter received from Mr. Wei Han, whose successor has not
yet arrived, giving cover to a set of regulations put for-
-ward by the Board of Communications as their counter-
-proposal to the elaborate Working Agreement drawn up by
this Government.

These regulations are a striking
example of the ignorance of the Board of Communications
of the technicalities of the subject with which the
regulations purport to deal. The regulations, Mr E. S.
Lindsey points out, are a bad adaptation of Chapter II on
Interchange of Stock in the Rules and Regulations of the
Indian Railway Conference Association Parts I and II
(1908). They do not in any sense embody a scheme for
running
